Our proposal is based on a broad geographic and landscape vision. The old, vast quay is covered with a lawn that constitutes a 7.7-hectare unity of spaces and functions. Its scale is comparable to the existing beach to the north. A new sense of equilibrium is therefore established between the two complementing entities of the beach and the lawn.

There is no redundancy between these two spaces, with their functions remaining extremely separate. The pebble beach, facing the wide open sea, hosts a number of essentially seaside activities. The expansive lawn, oriented towards the port entrance, is in contrast a landscape designed on the scale of the city, bringing together a number of activities, both urban and those related to the port. It provides a major public space directly accessible from the city center, host to local urban functions as well as to larger functions concerning the whole city, such as the installation of buildings for major events.

The beach/lawn pair makes an impressive figure of geographical dimension that meets the scale of the city center. Their joint figure establishes a continuous promenade from the waterfront to the inner port area, beyond which, a succession of different interconnected landscapes and urban scales lead directly to the city center.
